Standing Ovation for OK Senator Brian Crain

for sponsoring SB 424.

SB 424, sponsored by Sen. Brian Crain, will increase Medicaid eligibility by allowing children who live with families whose income is up to 300 percent of the federal poverty level to qualify. Currently, in order to qualify for Medicaid benefits, children must live in families whose income is 185 percent of the poverty level. Proponents expect the legislation will enable the state’s Medicaid program to provide full coverage for 42,000 additional children.

SS death benefits end when beneficiary reaches the age of 18. As a result, benefits to the remaining beneficiaries increase.

A few months ago my youngest step-daughter turned 18, thereby increasing the amount of H. and my monthly benefits. Unfortunately the increase bumped H. out of the income bracket for healthcare through Medicaid/Medicare. For the past month I’ve been scrambling to find reasonable health insurance for her. A basic policy for healthcare, prescriptions, and dental care averages almost $200/month. I don’t want or expect a free ride from the government and I have no problem paying my share, but it’s kind of a kick in the teeth when the raise in our SS benefits booted H. out of the state’s healthcare program in turn forcing me to purchase insurance which costs more than the raise in benefits we received. Not a kick in the teeth - it just plain sucks!

I’ll have to pay for a policy in the interim - but when SB 424 does goes into effect H. should again be eligible for coverage through the state.

Sexual Abuse in Texas Youth Corrections

I’m only now writing about this because I have a very hard time discussing sexual abuse, especially of children, without dissolving into a red rage screaming for blood.

Evidence of sexual abuse and subsequent cover-up of the abuse in Texas Youth Corrections, has recently surfaced. Read the initial breaking coverage here.

Is there anything more evil than this? Physical and sexual abuse of children locked away in jails - and then years of cover ups to hide the abuses.

Can you imagine for even one second, your child locked away from you and pleading for help - and not only does nobody help them, but those who could scurry around covering it up?

Without getting too deep into the ‘how, when, where’ details (which can be read at Grits for Breakfast) - a short overview:

Authorities are looking into about 300 new inmate complaints of abuse within the Texas Youth Commission facilities, with about 70 involving some sort of sexual contact.

Complaints cover a “wide variety” of issues, ranging from those involving sexual contact to a case of excessive force.

TYC’s Dwight Harris, Joy Anderson, Ray Worsham, and Wade County DA Randy Reynolds. demonstrably knew the details and apparently looked the other way.

There have been resignations and appointments and special investigations as the guilty scramble for cover.

Good ol’ Governor Perry appointed Ed Owens as interim chief of the Texas Youth Commission. Investigation into the abuse has just began, only ONE person has been fired. Yet less than a week after being appointed, Mr. Owens’ had the audacity to declare children in TYC are “safe”??!!!

(March 08, excerpt from Grits for Breakfast) At a joint House-Senate hearing today examining alleged abuses at the Texas Youth Commission, House Juvenile Justice Chairman Harold Dutton asked TYC interim Executive Director Ed Owens, “Can you say to every juvenile judge in Texas that if they send a child to TYC tomorrow, that child remains safe?”

“I would have to say yes,” said Owens.

On a better note, it looks like Mr. Owens will soon get his ass kicked squarely out the door, as it’s come to light that he previously ignored and covered up allegations of sexual abuse in Texas’ adult prison system.

Are we seriously expected to believe Governor Perry had no knowledge of Owens’ history when he appointed him?

one smart crow

I usually check out close to the garden center at Wal-Mart because it’s faster and closest to the toys and pet depts. Yesterday I was waiting for my total when I looked up and noticed a crow sitting on a box way up on the top shelf. Thinking how much destruction can be done by a wild bird inside a house -

“There’s a crow up there,” pointing up.

“Yeh, comes in every day, eats in the pet dept. It’s waiting on the door to open so it can fly back out.”

Sure enough, someone came through the door and out flew the bird.

Now it would be one thing if the doors opened to the outside world, but they don’t. They open to the huge enclosed garden center. The crow has to maneuver through 2 sets of automatic doors and 2 sections of the store before it reaches the pet dept. Now that’s one smart crow.

Child Support and Birth Notification

probably catch some slack for this one…

Working class family on the low end of the income bracket. In other words you’re just getting by each month, usually juggling a few bills to keep your head above water. Out of nowhere you receive a bill for $40,000 AND if you don’t pay a large portion fairly quick, you’re going to jail.

I don’t know the actual statistics for occurrences, but I’ve known 3 men this has happened to so it’s probably more common than you think.

When a child is born to a single mother, the father must provide financial support for his child(ren). ie., child support.

But-

What if the father doesn’t know he fathered a child?

What if the mother chose not to inform the father?

How could he provide for a child he didn’t know existed?

Currently these factors have no bearing on the father’s responsibility. There is no requirement that a mother notify a father of his child’s birth.

In one case I’m personally familiar with, the mother waited 15 yrs to tell the father he had a child. She was very young (probably didn’t want anyone to know). During her pregnancy she moved half way across the country and severed contact with all former aquaintences.
Let’s estimate.

15 yrs of unpaid child support at say $150/month + interest.

Can you imagine getting slammed with a $40,000 Due Yesterday bill? But that’s not all, you must immediately find the funds for an attorney to represent you in (possibly) getting a reduction on the interest, and work out a payment plan that will keep your butt out of jail. Multiply the threat of jail for fathers on probation or parole.

I’m not proposing an across the board negation of financial responsibility if the father isn’t notified. I do think certain conditions and requirements should be put in place to protect the financial well-being of children currently supported by the father…

The mother must notify father of birth.

Or she must be able to produce evidence showing she made an effort to notify during a set amount of time (say 2 yrs) after the birth.

Failure to meet these conditions would negate entitlement to financial support during the interim between birth and notification.

I firmly believe a father (or mother) has a financail and moral obligation to support their children.

But I also think a mother has a responsibility to notify the father of the birth of his child. Obviously there are exceptions, such as when the mother is fleeing a situation where she fears for her or her child’s safety. This wasn’t the reason in any of the 3 cases I’m familiar with so while it does happen, I don’t think this is the most common reason for a mother failing to notify the father.
